This is not a bug and work as designed.  It is now very easy to extend /usr/
while the system is running, so there is no need to reserve a large
part of the disk to /usr/ during installation.

The current minimum size allocated to /usr/ is calculated to make sure
at least 10% is unused, and seing that 19% is reported to be unused, the
installer seem to be doing what it is told to do.

You can use the debian-edu-fsautoresize script to extend /usr/, or
the normal LVM tools.

Why do you believe the size of /usr/ is a bug?
