It can't depend on it, as it only is used on the main-server. It should not install it if for example only the workstation task is installed. We should probably add it to the main-server task, though. :) What other safeguards did you have in mind? The code in debian-edu-pxeinstall have some tests already, and it will only fail to do its job if the d-i-bootimages package is unavailable from apt and the debian archive is unavailable using wget.
