I prefer it attached to a bugreport against debian-edu-doc. Or that you
directly commit it to svn.
Else, attaching it to a mail to the list is also ok'ish, though I might just
forward it into a bugreport. Putting the .xcf (or .svg) files into the wiki
is not good.

Please do not invent a new workflow, but rather follow the existing one from
the debian-edu-doc package. Sources should go into
svn+ssh://svn.debian.org/svn/debian-edu/trunk/src/debian-edu-doc/documentation/debian-edu-lenny/images/source/
