Sorry Martin I don't get this, you needn't set the IP address in /etc/dhcp3/dhcpd.conf only the host name (i.e. static00) the IP address is then generated by DNS (bind9) and is by the default configuration 10.0.2.50 for static00 up to 10.0.2.99 for static49.
