Holger mentioned on IRC that he managed to track down the BTS report about this, <URL: http://bugs.debian.org/595749 >. It is caused by ispell recommending 'wordlist', which get apt to pull in a random word list during installation. The workaround is to ensure language specific wordlists are listed in our language tasks, and I believe the proper fix is to drop the recommend from ispell to wordlist.
