For one simple reason: three things are not allowed in (most, many, all?) schools in Norway (we were told): cigarettes, chewing gum and caps. No matter what you think of this, its clearly not a good idea for us to have a masqot which is not allowed to enter school;)
And the flat hat is allowed? :D But maybe a better international educational symbol than the rucksack?
