I've tested the proxy tool in the libproxy-tools package, and it seem to work similarly to how our wpad-extract is working:
root@minerva:~# proxy http://www.debian.org/ No protocol specified http://webcache:3128 direct:// root@minerva:~# There is no manual page for the tool, no --help option and its output when run with a URL as an argument is slightly confusing.
