yes, that happened due to drpython not being in jessie when 1.806 was build,
while it had come back when 1.808 was build. blends-dev is then responsible
for turning recommends of non-available packages into suggests... (and vice
versa).
(and "build" was used here with the meaning of running "make dist", not
running "debuild"...)
