Hi.
Wolfgang was spot on the issue. You have to comment away the settings in
/etc/environment, adjust the ones for kde and then use the wpad.dat as
needed. I used Petter's sugestion to just use DIRECT as reply, and it
worked.

IMO this might be needed, too:
check /etc/environment on the client systems (disable proxy).
check /usr/share/debian-edu/networked-kde3/share/config/kioslaverc if
using KDE (disable proxy). [kde3 is there due to historical reasons.]
Both might be those "System settings" for various clients.
