Bug#1043397: cups misconfigured, does not allow root access

The debian-edu-config additions to the cups configuration
remove access by root via the SystemGroup setting, this
e.g. disallows root to cancel all jobs and causes
debian-edu-cups-queue-autoflush.service to fail.
