I've just modified that file not to run reprotest anymore on every
commit.
https://salsa.debian.org/debian-edu/debian-edu-doc/-/pipelines/969264
is still running, but I suppose it will succeed now.
(And I will reply to this mail if it does not.)

I've done this also because the package does not change much (except
for it's text and translations) and has been reproducible for
quite some time, so should there be regressions we will still notice:

https://tests.reproducible-builds.org/debian/history/debian-edu-doc.html
(linked from
https://tests.reproducible-builds.org/debian/rb-pkg/unstable/amd64/debian-edu-doc.html
 )
shows it's been reproducible for many years in CI tests.

https://reproduce.debian.net/all/api/v1/builds/47249/log
(scroll to the bottom) shows also the distributed binaries
can and have been reproduced.
(That log is eg linked from https://reproduce.debian.net/all/#debian-edu-doc-de
-
one needs to search for binary packages here.)
