Thanks for your mail. I noticed that file already and did not want to drop packages from it for the 13.7 build (in fact not for any 13.x build). Have you spotted any package that was missing from the BD ISO for 13.7?
My reference to "downloads from the internet" was rather targetting the debian-edu-pxeinstall that tries to download the netinstaller tarballs.
