Yes, seems to be so. I'll put it on the wishlist for network-manager at
bugs.debian.org to correct it to:

"Only devices that are *not* listed in /etc/network/interfaces or which
 have been configured "auto" or "allow-hotplug" and "dhcp" (with no
 other options) are managed by NM."
