(Battery) ... done" or (AC), appears regardless of the BIOS setting, but flipping the "Intel Speed Step Tech" definitely triggers the behavior ... I can survive w/o this feature, but it was nice to think i was increasing effeciency, and I use iceWM, in which all of a sudden the CPU performance indicator started showing something other than 0.000 GHZ CPU Freq, and would show the expectd values ( 0.800 GHz, 1.600, 1.333 etc)... I finally felt I had "gotten there" after switching from the default Xandros it shipped with ...
