dpkg-dev-el-loaddefs.el uses [:lower:] in its auto-mode alist entry for
debian-changelog-mode

. debian-changelog-mode))
which I believe is not available for xemacs regexps. Eg. visiting a
dummy file /tmp/debian/foo.changelog gets plain change-log-mode instead
of debian-change-log-mode. (GNU emacs gets the latter correctly.)
Perhaps it could use a-z the same done to dpkg-dev-el.el, presuming
debian package names are ascii-only.
(I don't suppose anyone uses debian/foo.changelog filenames much, it
seems usually a single changelog is just repeated in every package of a
multi-package source ...)

One of the side effects of updating the dpkg-dev-el packaging is loss of
support for xemacs. Until and unless that changes, there is no point in
keeping xemacs specific bugs open. Sorry your bug was apparently
ignored for so long.
