Confirmed, I'm seeing this as well and it's breaking the overall installation of emacs-28 (if you've elpa-evil installed). As a workaround, the following works: remove the "elpa-evil" Debian package, install the same package via "M-x package-install" and then "evil". That will give you evil version 1.15.0, which is compatible with Emacs 28. (But also get you out of the comfort zone of Debian packages, you've been warned!) Hope this helps, Cheers
