I thing we should remove dpkg-cross-convert script from dpkg-cross package. Last 0.x version of dpkg-cross that produced "old-style" setup was released back in 1998. So I don't thing that anyone has "old setup" today. And if even such an exotic setup exists, I doubt dpkg-cross-convert in it's today state will be able to convert it - looks like dpkg-cross-convert contains a copy of buggy code I've removed from dpkg-cross last months.
