Making installed packages smaller can be done with apt-get Post-Invoke hook script, which get's run after apt-get has invoked dpkg. See man:apt.conf for details. Separate -doc packages are only sensible when there is lots of documentation. However, even a simple man page might be created with docbook-to-man, or xmltoman. For those cases, we want a standard flag to skip those phases.
