Not really. apt and dpkg have separate functions: one deals with fetching packages and their runtime interdependencies; the other deals with unpacking .deb files and installing them. A cross version of apt-get would orthogonally be apt-get-cross, allowing also apt-cache-cross, apt-build-cross etc if someone were feeling brave, all coming from source package apt-cross.
