The OMAP 4 processor is well supported by the Linux kernal.

SGX binaries are often able to be distributed freely, but the source code
is not free. This likely will be a problem for Debian. I believe if you
have a sizable market for your tablet that you talk to the companies
involved (Unowhy and Imagination) and see if you cannot get the SGX driver
source code distributed under an Open Source license.

There are other applications that are GNU/Linux based that are perhaps even
better suited for a handheld computer, look at the vivaldi tablet for
example or Mer.
