       to generate the manpages.

     - New file; register the manual with doc-base.

     - Install the html manual.

     - Remove file; now generated during build by manual2txt.pl.

     - Update uversionmangle to convert Greek letters -> Latin letters.
       Greek letters are used in the tarball filename, but Latin letters are
       actually used by TOPCOM itself and sort properly.  For example, we've
       already seen beta -> gamma -> eta -> phi, which do not sort as
       expected.
     - Also update uversionmangle to convert g -> ~g.
