ip_masq_ftp is as far as i know only for outgoing FTP Requests. If you want to have incominf FTP Server Remapping you need to use a FTP Proxy Program or you have to reconfigure your Server to talk to the outside with its official Address. There is a mini howto and a patch for that available for proftpd. The Reson for this is the sick FTP Protocol.
