About Shorewall FIrewall (Help)

I have installed Shorewall today and set the default config (one-interface).
I open "policy" and see "drop" in all the connections and reject (all -
all), but i switch on the firewall and nothing happens, works equally with
or without firewall. Exactly what happens?
