I am hoping to merge in a big feature branch into osm2pgsql soon (parallelizing more of the import process to speed up processing), and so I wanted to tag a new stable release before that happens anyway. I'll need to look into if there are any more outstanding patches or bug reports that should be merged or addressed before a stable tagging. I then typically announce a release candidate to the tile-serving mailing list to see if anyone knows of any more blockers. If not about a week later, I'll tag the current git snapshot as a release. So if there are no blockers, aiming for a release in about two weeks should be doable.
