Thanks for submitting the RFP. However, from my experience RFPs are not very effective compared to the outcome as a package. Usually if you *really* want to get something packages it is more successful if you give it a try on your own. For a beginner this might sound like a huge tage but since you said it is easy to build you have at least some basic experience how to build programms - creating a package is in most cases not way harder than this. In most cases you need a good example package you can cut-n-paste from and a goo introduction which IMHO is given by the Debian GIS team policy document: http://pkg-grass.alioth.debian.org/policy.html You will find help when facing any stumbling stones here on the list.
