The -3 and later revision may have been uploaded to private or 3rd party APT repositories, so reusing the -3 revision may break those setups. That package won't be automatically upgraded at least. But from the Debian archive point of view using -3 for the next upload to Debian seems more appropriate than skipping revisions. I would use the -3 revision for the next upload to the Debian archive, and leave possible issues in external APT repos for their admins to handle.
