I'd recommend to gbp-clone git://anonscm.debian.org/pkg-grass/otb.git to obtain the packaging repository. By doing licensecheck -r * with some sensible grep expressions you will find the files that are missing in debian/copyright (or you have some better strategy to find them). The exact format yo need to specify debian/cyopright files can be found in the first line - just follow the URL mentioned there. You also mentioned that you need an otb package for your private work. If you have the repository you can get it by issuing git-buildpackage as described in Debian GIS policy. BTW, since you mentioned Linux Mint: I have severe doubt that the otb package as it currently is will run / build on Linux Mint. I'm afraid not everything (like for instance libinsighttoolkit4-dev) is available in Mint. So your mileage might vary.
