Having recently touched the tilelite packaging, I'm not so sure about its suitability. The upstream project hasn't seen any change since 2013, the Debian package has seen just as little activity. TileStache seems a better alternative already available in Debian. The standard rendering stack as used by tile.openstreetmap.org is not available in Debian, that's a gap we should be filling. Getting mod_tile, renderd and tirex packaged and into the archive is therefor a worthy goal. If that's not possible due to license issues should at least get that well documented.
