The grib-api issue has been reported in #834634.
A patch for the grib-api issue is now also available, and with that the
magics++ & metview builds with proj (4.9.3~rc1+ds-1~exp1) succeed too.
That leaves only the tex4ht issue preventing the rebuild of thuban.
