Hello,

My name is Casey and I was hoping to volunteer to help package/maintain the 
PDAL library.
I am not the author, just a user of the library. I would like to be able to use 
apt to get current binaries instead of conda.

I currently work as a scientific programmer and consider myself comfortable 
with git, patches and various compilers.
I have experience packaging PDAL specifically as a Julia language 
package(https://github.com/JuliaPackaging/Yggdrasil/commits/master/P/PDAL/build_tarballs.jl).
Beyond that I have packaged a large number of other binaries for the Julia 
language, covering many combinations of linux/windows/OSX, 32/64 bit and 
x86/arm archs (see  
https://github.com/JuliaPackaging/Yggdrasil/commits?author=crghilardi for an 
exhaustive list).

I have a working build of the most recent PDAL tag 2.8.3 locally in docker 
using gbp.

I have tried to created a salsa account (wy-cghilardi) but get a 422 (change 
rejected).
