Salsa CI is not very suitable for non-Debian builds because it's tuned for packages targetting Debian.
It can be configured for Ubuntu but this is experimental [0], it does not support PPAs like UbuntuGIS and OSGeoLive. So please remove debian/.gitlab-ci.yml when working on branches for these PPAs.
