These questions are only relevant when upgrading libc6.
The vast majority of woody installations has debconf installed due to
other packages depending on debconf.

Technically the following solution should be possible (pseudocode):

  if debconf installed
    use debconf
  else
    ask/warn without debconf (e.g. the current "Restarting services"
                              question)
