On debian ppc sid, the new locales 2.2.5-10.0 won't install
even though libc6-2.2.5-10.0 is installed. Dpkg complains that
glibc 2.2.5-10.0 isn't installed. I am wondering if this is
due to the incorrect use of -10.0 instead of the expected -10
resulting in the preinst scripts getting confused.
