The application which makes the base configuration after installing (in
/usr/sbin/base-config I think) has a problem with the spanish locales,
after configuring, in the file /etc/locale.gen appears a bad locale
line:
es_ES.ISO-8859-1
it should be:
es_ES ISO-8859-1
changing this an executing locale-gen, locales and Spanish man-pages
work properly.
Please check this error and look if this happens with more locales for
other countries

Fixing stable is difficult without security related bug.
Now sarge and sid are fixed with this bug, so I close this bug.
