In my opinion, Debian should respond to Verisign's wildcard dns name
scheme by returning a host not found message to the application level if
the address 64.94.110.11 is gotten for any query made outside the
verisign.com domain.
True, it would be ugly, but it'd fix something even uglier.

No.
It's not Debian's business making policy like this, especially this
rashly. Local administrators have any number of ways to implement this
themselves.
