When /bin/sh is a link to pdksh, installation of locales fails with a
message to the effect that the postinst script returned a code of 1.
I am sorry I was unable to debug this further, as dpkg doesn't seem to
provide a way to understand what's going on.

Okay, I can confirm that 'unset foo' returns 1 with pdksh when
foo is not defined, so I am closing this bug.
