The s390x biarch packages are broken. /usr/lib64/*.so are part of
libc6-s390x as well as of libc6-dev-s390x. The attached patch fixes
that. I don't know if the patch has other sideffects, though.
BTW., thanks for all the hard work getting 2.3.2.ds1 up for s390.

No problem. A fix for this is already in incoming, Bastian reported it
yesterday.
