From /usr/share/doc/linux-kernel-headers/README.Debian:
- These headers can not be used to build kernel modules. They're only
for userspace use.

- These headers should generally not be included directly. It's not a bug
if you include one directly and something breaks.
They are for userspace use but should not be used :-/
