since latex2html moved to non-free (see debian-devel and debian-legal: its license violates the DFSG, point 1), your package will have to change because it currently build-depends on latex2html. While building your package, I noticed that it didn't utilize latex2html. So you possibly just have to remove the build-dependency on latex2html.
