I think you are correct that this is wrong as it is. Off hand I cannot see why we clip the given values at all. The behavior is unspecified in that case, so anything we deem appropriate is conforming. Just multiplying out random huge values seems fine to me. The only potential concern is if some users somehow expect to use bogus values and have them mean 23 (or 24) or 59, which seems unlikely.
