This bug does not belong to the locales package (and is thus reassigned back to gdm), zh_TW.BIG5 is a valid locale. It should either be reassigned to xlibs-data by requesting an alias for zh_TW.BIG5, or gdm filter can be fixed to generate zh_TW.Big5 instead.
