byn_ER.UTF-8 fails for a similar reason. A fix is in http://sources.redhat.com/cgi-bin/cvsweb.cgi/libc/locale/iso-639.def.diff?r1=1.12&r2=1.13&cvsroot=glibc All other locales build without trouble.
