It is true, submitter is looking for no_NO.ISO-8859-1. Upstream added no_NO nb_NO.ISO-8859-1 no_NO.ISO-8859-1 nb_NO.ISO-8859-1 to locale.alias, but IIRC Petter would like real locales and not aliases because otherwise gettext won't process no.po files.
