The problem is not that the LSB can't handle bug reports; the problem is that the LSB is in the middle of getting out a release, and is thus loath to rock the boat for a problem that only appears to affect a minority of systems so far. I can't argue with your conclusion. OTOH, there is a possibility that this will make it impossible for Debian to certify to the LSB in the near future.
