Please suggest us the proper way to switch from automatically restarting all service (current behavior) to individual question (your request). To be honest, even if such switch is provided, I don't know whether it is widely used or not. After you submitted this bug report, we improve the messages. The current glibc 2.3.2.ds1-13 has more detailed information; we ask to user which service would be restarted. So I believe the current one is sufficient, and I think you can compromise it. If user want to manipulate each start-stop, then user select "not to execute start-stop" while the libc6 upgrade, according to the messages. Please look at the latest glibc. If you have no objection, I'll close bug. If you have excellent idea, please let us know. However I may not accept your idea unless it's greatly wonderful, because sarge is getting closer.
