Even if #error is an extension, the directive syntax should be
confirmed with the above mention.

Falk is also correct.  ISO C99 6.10 Preprocessing directives, Syntax:

        control-line:
                # include pp-tokens new-line
                ...
                # error pp-tokens_opt new-line
