Issues with old kernels are propably not high priority bugs.
Hmm... I have no idea. Glibc is always compiled with the newer kernel headers. So it may be affected by kernel side changes. Or ioctl() may not be implemented on 2.2.x, but I don't know the fact because I don't have 2.2.x machine.
