Either libc6-dev or manpages-dev is in error. From getpass(3):

  SYNOPSIS
         #include <pwd.h>
         char *getpass( const char * prompt );

But:

  % grep getpass /usr/include/{unistd,pwd}.h
  /usr/include/unistd.h:extern char *getpass __P ((__const char *__prompt));

This was never a bug in libc6-dev, and it's been fixed in manpages-dev.
