You don't understand quite what Linus is saying here, right? Linus essentially says: "Why does glibc depend on external kernel headers rather than including them with glibc itself". Now that is *exactly* what Debian does. Debian in fact is the only distro that gets it right the way Linus wants. That is why libc6-dev comes with copies of a known stable kernel against which libc6 itself was built.
