Bug#54051: locales: The default Lithuanian locale charmap is ISO-8859-13

The Lithuanian locale should be recompiled for ISO-8859-13 as the default one 
in binary locales package:
        localedef -i lt_LT -f ISO-8859-13 lt_LT

The ones for BALTIC and ISO-8859-4 should be compiled as optional
locales, named lt_LT.baltic and lt_LT.iso88594 accordingly.
